there is active gov interest in you , and they impliment surveillance measures
However these costs time and resources , so they will not do this out of the blue.

I think this distinction is becoming less strict,
Since the explosion of data mining and AI, surveillance measures are becoming more practical and less costly.
Therfore surveillance can be (more) automated , thus also done 24/7.
See for example : anpr camera’s, sound camera’s, etc

However , these are still not directed at specific persons , so the distinction is still valid somehow.

location tracking techniques

geofence = based mainly / only(?) on “wifi scanning” ( or also BT scanning , network scanning ?)
SUPL = based on GPS
xxx = based on cell tower triagulation

degoogled phone : no wifi scanning but SUPL and others are still possible

there are several cout cases in the USA that proof that Google and other give their collected data to the gov’s
f.i. (just 1 out of many)
jan 6 protest => most are convicted based on telemerty data from google
