normally not possible , they want to verify identity with it

have a credit card with virtual number capability, you can generate a new number, set a very low limit like 10 or 20$, and use that to sign up.
a citi card and a wellsfargo card have this

The best way is to start a Office 365 E3 trial. With that comes a Azure tenent with a directory for the office trial.
